Mr. Gokul
Prasad Burlakoti is the Chairperson (Legal Member) of Debt Recovery
Tribunal, Kathmandu. He was appointed as the Legal Member of the
Tribunal as per the decision of Government of Nepal on 10 December 2008
for a period of five years. He holds a Master of International Law [MIL]
Degree from the University of Sydney and a Post Graduate Diploma in
International Law and Organization for Development from the Institute of
Social Studies, The Hague (The Netherlands). He also holds a Bachelors
of Law [BL], a Master of Arts [MA], and a Master of Public
Administration [MPA] from Tribhuvan University.
He practised
law as an advocate on part-time basis from September 1991 to July 1993.
He joined the Judicial Service as a Bench Officer in 1993. He worked as
a Legal Officer in various Ministries of Government of Nepal for 15
years. He served as a Legal Officer in Office of the Prime Minister and
Council of Ministers for 9 years, in Ministry of Law and Justice for 2
years, in Ministry of Environment, Science and Technology for 2 years,
in Ministry of Peace and Reconstruction for 7 months and in Ministry of
Physical Planning and Works for one and half years. His main duties and
responsibilities while working in the Ministries include: provide legal
opinions; make drafts on written reply to writ petitions filed in courts
against concerned ministry; make draft on bills and regulations; make
preliminary drafts on bilateral and multilateral agreements; make drafts
on the country reports to treaties to which Nepal is a party and
supervise the performance of subordinates. Moreover, he worked as a
Spokespersons to the Electoral Constituency Delineation Commission for
about two months in 2007 and also worked as a Returning Officer for the
Election of Constituent Assembly from 11 February to18 May, 2008.
He has received national and international trainings on various fields
such as conflict resolution and peace building, environmental law and
policy, green customs, project evaluation and monitoring, legislative
drafting, project finance law, intensive academic English language. He
has also participated in several international conferences/symposiums on
impact assessment, renewable hydrogen economy, sustainable growth and
peace.
The areas of his expertise include public
international law, international environmental law, international human
rights law and international business law. He has published eight
books and a large number of articles in leading newspapers and journals.

The Banking Member
Mr. Jyoti Prasad Kanel who holds an M.A. (Economics & Political
Science), a Bachelor Degree in Law & Diploma in public Administration,
has been appointed
on 14th December 2008 (2065/08/29) as a
Banking Member of Debt Recovery Tribunal for a period of five years.
He has already rendered service in Agricultural Development Bank (ADB)
for 26 years. He has worked as a Senior Manager in the bank, Supervision
and Controlling office, Pokhara, Nepalgunj and Birgunj, Division Chief
in loan collection division, Central office as well as Main Branch
Manager in Various Branches of the Bank after getting retirement from
ADB, he worked as a General Manager (CEO) of Gaurishankar Development
Bank ltd. Kawasoti, Nawalparasi, Nepal (From 2ndAugust, 2004
to 1stAugust 2008).
As he has attended various training, seminar, workshops in Nepal and
abroad on banking and finance, he has a wide range of banking experience
is as follows.
a)
One month course “Financial Facility in
Cottage and Small Industries Training” Conducted by Nepal Rastra Bank
(May and April 1996).
b)
Seven weeks Seminar on Executive
Development Programme Management Accounting Training at SGV, Development
Centre, Makati, Metro Manila Philippines (April and May 1983).

Programme” COADY at Antogonish, Scotia Canada (july 4th to
December, 2002).
Mr. Kanel had also
participated in various observation study programme with Bank of
Malaysia, Kaulalampur, Co-operative Bank Sri Lanka, Canara Bank in
Bangolore in India.
He is also a Member
Secretary of Institute of Community Health Co-operatives, a member of
Institute of Banking Studies, Chairperson of Socio and Economic
Development Centre and of Shagarmatha English Boarding school.
The Accounts Member
Mr. Jagat Prakash Bhatt, has been appointed as a Accounts Member of the
Debt Recovery Tribunal on 14th December, 2008 for the period
of five years.
Mr. Bhatt has obtained Master Degree in Commerce (M.Com.) from Kumaun
University, Nainital, India. Before joining the tribunal, he worked as
Accountant/Account Officer in various offices under the Government of
Nepal since 1987.
Mr. Bhatt is also Registered Auditor of 'B' class and has experience of
Auditing in several Schools, Colleges, Cooperative organizations,
Financial institutions, NGO's and other sector for about 13 years. He
has also experience of a part-time lecturer of Account/Auditing/
Management in several colleges for more than 5 years.
He had attended various trainings, seminars/workshops related to
Finance, Revenue, Administration, Financial Management & higher
Auditing. He had attended 35 days training organized by Revenue
administration training center.
The Registrar
Mr. Kedar Nath Poudel
has been working as a Registrar of this Debt Recovery Tribunal since 22
February 2007.Mr.Poudel obtained Bachelor Degree in Law from Tribhuvan
University,Nepal and worked as a Law practitioner (Advocate) in Supreme
Court and other.
He inter into Judicial
service in 1997 and worked as Bench officer in appellate Court Janakpur,
Dhankuta, Pokhara and as Tahasildar in Parsa District Court. His main
duties and responsibility during as a Bench officer were help to the
Judges to prepare their Judgement and to Registrar to help them for
their Judicial administration. As a Tahasildar to execute the court
decision , Court administration and Record management . He has
participated in various training and study Tour held in country and
aboard as follows ;
· Pre
service and In-Service Training held by Judicial Training center,
Government of Nepal.
·
Training
for the Registrar and Tahasildar of the model court and Orientation
Training of the Court referred mediation held by reform of the Judiciary
Programme Nep/00/0/2 (UNDP).
· Judicial
study tour (Related to Case management, Time management in Court room,
Court Corncern Mediation Activities of Judges Association and Judicial
Ethics) to Massachusetts, USA. sponsored by US AID, ARD Inc. Rue Of Law
Project.
